Mainly for financial reasons, the project really successful until 1716 with the creation of a hierarchical body, modeled on the body of Military Engineering, in charge of fortifications, which had been organized some twenty-five years ago. Initially, the body of the Highways includes an Inspector General, the first architect engineer, three inspectors general and twenty-one engineers who are designing and implementing roads and structures with sub-engineers recruited by their care.
