Cibyra was placed near the sources of the Indus in southern Phrygia. After the Peace of Apamea, Cibyra gained its autonomy and became the metropolis of a confederation made up of four cities which formed the Cabalian Tetrapolis: Cibyra, Balbura, Bubo and Oenanda.
