Commentary


Hubert Joseph Walthère Frère, dit Frère-Orban est né à Liège le 24 avril 1812 et est décédé le 2 janvier 1896 à Bruxelles. Docteur en droit, avocat à la Cour d'appel et à la Commission des hospices civils de Liège, cet homme politique libéral belge a marqué de son empreinte le premier demi-siècle d'indépendance belge. Il put se consacrer à la vie politique grâce à la fortune de sa femme, Claire-Hélène Orban (1815-1890), riche héritière d'Henri Orban-Rossius.
Fondateur du parti libéral en 1846 dont il restera président jusqu'à sa mort, il fut ministre des finances de 1848 à 1852 et de 1857 à 1870, et Premier ministre à deux reprises, la première de 1868 à 1870 et la seconde de 1878 à 1884. Conseiller communal dès 1840, puis député de Liège dès 1847, il resta à ce poste jusqu'en 1894.
Hubert Joseph Walthère Frère, known as Frère-Orban, was born in Liège on 24 April 1812 and died on 2 January 1896 in Brussels. A doctor of law and lawyer at the Court of Appeal and the Commission of Civil Hospices of Liège, this Belgian liberal politician left his mark on the first half-century of Belgian independence. He was able to devote himself to political life thanks to the fortune of his wife, Claire-Hélène Orban (1815-1890), the wealthy heiress of Henri Orban-Rossius. Founder of the Liberal Party in 1846, of which he remained president until his death, he was Minister of Finance from 1848 to 1852 and from 1857 to 1870, and Prime Minister twice, the first from 1868 to 1870 and the second from 1878 to 1884. Municipal councilor from 1840, then deputy of Liège from 1847, he remained in this post until 1894

(4/06/1831-10/12/1865)

Leopold (16/12/1790-10/12/1865) is the son of François de Saxe-Cobourg and the uncle of Victoria I. He fights Napoleon in the Russian army. Naturalized English in 1816, he married Charlotte of Hanover and found himself a widower the following year. Léopold had just refused the crown of Greece when he was elected King of the Belgians on June 4, 1831. The following year, he married Louise d'Orléans (1812-1850), the daughter of Louis-Philippe. She gives him three children including Leopold II and Charlotte, the unfortunate wife of Maximilian of Austria, shot in Mexico. He is morganatically married to the actress Caroline Bauer from whom he must separate to marry the daughter of the King of the French. The London Conference of July 1831 settled territorial problems and the treaty of eighteen articles was accepted by the National Congress on July 9, 1831. Leopold was triumphantly welcomed on July 21, 1831. He had to fight against the Dutch army and received the nickname of "shield of Belgium", safeguarding the independence of the "flat country" against the Prussia of William I and the France of Napoleon III. He relies politically on England.
