José Gervasio Artigas, le libérateur du pays promulgue en 1815 un nouveau code agraire. On décréta l'expropriation et la répartition des terres des mauvais Européens et des encore plus mauvais Américains et de ceux qui avaient émigré pendant la révolution. Il favorisa les plus malheureux représentés sur la monnaie par un gaucho sans terre, un esclave noir et un indien.
