Commentary
La médaille a été décernée à Alexandre Bachelet (1866-1945). Issu d'une famille ouvrière, de 1912 à 1927, il fut conseiller municipal et maire-adjoint de Saint-Ouen ; de 1927 à 1929, maire de Saint-Ouen ; de 1912 à 1927, conseiller général du même canton. Il sera sénateur de la Seine de 1927 à 1944.
Membre des Commissions de l'enseignement, des travaux publics et d'hygiène, d'assistance et de prévoyance sociales, il se fit entendre surtout dans les débats intéressant l'instruction publique : constructions scolaires, enseignement technique, titularisation des instituteurs et institutrices stagiaires, responsabilité des membres de l'enseignement public, écoles spéciales rurales, bourses de l'enseignement secondaire.
