C'est à l'initiative de Paul Déroulède, que la Ligue des Patriotes fonde l'Union des Sociétés de Tir de France, le 3 juin 1886. A sa naissance, elle englobe 61 sociétés et en tarde pas à réunir la presque unanimité des groupements de France.
Le but de l'Union est d'encourager et soutenir les efforts des sociétés de tir, aider à la formation de sociétés nouvelles, organiser les grands concours nationaux, en un mot vulgariser de toutes façons la connaissance et la pratique du tir.
Un décret du 20 février 1897 reconnaît l'Union des Sociétés de Tir de France d'Utilité Publique. La revue "Le Tir National" voit le jour et devient son organe officiel.
Très rapidement, l'Union va donner une impulsion au tir dans les écoles. En 1891, elle crée, en liaison avec les services des ministères de l'Instruction Publique, et organise le championnat des écoles supérieures nationales. En 1892, celui des lycées et collèges. Sur proposition de l'Union, le tir à 10 mètres entre à l'école primaire en 1893: "il est naturel de prendre le tireur au début de la vie; plus tôt il exerce, plus tôt les armes lui seront familières". Avec l'assentiment du Ministère, l'Union organise en 1896 le premier championnat des écoles primaires. 300 écoles sont engagées. Elles seront 1000 en 1903.

The news of the capitulation of Sedan provokes the revolution of September 4, 1870 in Paris. Proclaimed at the Hôtel de Ville, the Republic is endowed with a provisional government called the Government of National Defense.
