Commentary
Médaille attribuée à Jules-Ferdinand Baulard (1827-1910). IL fut conseiller général de la Seine de 1887 à 1889, puis député pour la Seine de 1889 à 1902. Il était membre de la Société des Droits de l'Homme, organisation hostile au roi Louis-Philippe, il participa aux journées de février et de juin 1848 qui renversent la monarchie. Il resta républicain sous Napoléon III.
