Ces frappes de circulation sont frappées en 1991 sous l’égide de la banque d’État de l’URSS. Les loi de 1988 et 1990 ont étendu les prérogatives de cette banque qui devient la banque principale d’URSS. La Banque centrale de la Fédération de Russie (Banque de Russie) a été créée le 13 juillet 1990 à partir de la Banque de la République de Russie elle-même branche de la Banque d'État d'URSS. Le 2 décembre 1990 le soviet suprême de la République socialiste fédérative soviétique de Russie (RSFSR) fit de la Banque de Russie une organisation officielle.
Le 20 décembre 1991, la Banque d'État d'URSS fut dissoute. Quelques mois plus tard la Banque centrale de RSFSR fut renommée Banque centrale de la Fédération de Russie (Banque de Russie)..
These circulation coins were minted in 1991 under the auspices of the State Bank of the USSR. The laws of 1988 and 1990 extended the prerogatives of this bank, which became the main bank of the USSR. The Central Bank of the Russian Federation (Bank of Russia) was created on July 13, 1990, from the Bank of the Russian Republic, itself a branch of the State Bank of the USSR. On December 2, 1990, the Supreme Soviet of the Russian Soviet Federative Socialist Republic (RSFSR) made the Bank of Russia an official organization. On December 20, 1991, the State Bank of the USSR was dissolved. A few months later, the Central Bank of the RSFSR was renamed the Central Bank of the Russian Federation (Bank of Russia).

(1922-1991)

The February Revolution of 1917 put an end to the regime of the tsars of Russia. The Russian Republic was overthrown by the Bolsheviks in October 1917. On December 30, 1922, the treaty relating to the formation of the Union of Soviet Socialist Republics (USSR) was signed. Although having a head of state and a head of government, the USSR is in fact led by the leader of the Communist Party of the Soviet Union, the only party authorized between 1925 and 1990. December 8, 1991 , the presidents of Russia, Ukraine and Belarus sign the Minsk Agreement which proclaims the dissolution of the USSR by its founding states.
