En politique internationale, les années 1891-1894 voient l’apparition d’une alliance franco-russe. La France, isolée à l'Ouest, et la Russie, isolée à l'Est, se rapprochent. Au mois de juillet 1891, une escadre commandée par l'amiral Gervais arrive à Cronstadt et le 22 août de la même année, un accord est signé, lequel prévoit une défense mutuelle en cas d'attaque. Le vendredi 13 octobre 1893, c’est au tour de l’escadre russe de se rendre à Toulon tandis que 200.000 personnes se massent sur les quais.
In international politics, the years 1891-1894 saw the emergence of a Franco-Russian alliance. France, isolated in the West, and Russia, isolated in the East, were drawing closer. In July 1891, a squadron commanded by Admiral Gervais arrived in Kronstadt and on August 22 of the same year, an agreement was signed, which provided for mutual defense in the event of attack. On Friday, October 13, 1893, it was the turn of the Russian squadron to sail to Toulon while 200,000 people gathered on the quays.
