Commentary

Les traités Torrijos-Carter signés en 1977 entre le président américain Jimmy Carter et le général panaméen Omar Torrijos. Ratifiés en 1978, ils prévoient le transfert de l’administration du canal au Panama au 31 décembre 1999.
