Avec le poinçon main, ce jeton date très certainement du Second Empire.
Les buts en étaient ainsi définis : Le cercle a pour but de réunir tous les hommes, qui ont contribué à fonder et à développer l'industrie des chemins de fer, et ceux que cette grande industrie intéresse.
Il est aussi destiné à créer pour les compagnies, et pour la Conférence, qu'elles délèguent, une bibliothèque spéciale, des archives et une collection des meilleurs modèles des machines et appareils, en même temps qu'à offrir un moyen de publicité pour les découvertes et inventions reconnues utiles à l'industrie des chemins de fer. "
