Commentary
Cette médaille a été décernée à Jean-Louis Tinaud (1910-1990), sénateur des Basses-Pyrénées (1951-1969). Né à San-Juan à Porto Rico, Jean-Louis Tinaud effectue de brillantes études. Licencié en droit de la faculté de Paris et diplômé de l'université Grays'Inn de Londres, de l'école des hautes études commerciales et de l'école libre des sciences politiques, il entame ensuite une carrière d'avocat à la cour d'appel de Paris. Officier de réserve, il est mobilisé en 1939 et fait la campagne de France dans l'artillerie avant de s'engager dans la Résistance dès 1940.
Il sera député des Basses-Pyrénées de 1946 à 1951, il entre par la suite au Conseil de la République.
