Commentary
Cette médaille a été décernée au député Claude Goasguen (1945-2020). Secrétaire général de l'UDF puis porte-parole de Démocratie libérale, il est ministre de la Réforme de l'État, de la Décentralisation et de la Citoyenneté dans le premier gouvernement Juppé, en 1995. Il fut également maire du 16e arrondissement de Paris de 2008 à 2017.
