L’ordre de l’Etoile noire est institué à Porto-Novo le 1er décembre 1889 par le roi Toffa, roi de Porto-Novo. Approuvé et reconnu par le gouvernement français le 30 juillet 1894, après établissement des nouveaux statuts du 30 août 1892, accordant cette distinction à tous ceux qui travaillent au développement de l'influence française à la côte occidentale d'Afrique. Cet ordre sera remplacé par l’ordre national du Mérite après 1963.
Cette médaille fut remise au gouverneur des Colonies, Monsieur Privat-Antoine Aubouard. MIlitaire de formation, né à Moulins dans l’Allier en 1874, il fut le premier français et catholique romain à être président du Liban sous mandat en 1934.

The Order of the Black Star was instituted in Porto-Novo on December 1, 1889, by King Toffa, King of Porto-Novo. Approved and recognized by the French government on July 30, 1894, after the establishment of the new statutes of August 30, 1892, granting this distinction to all those working to develop French influence on the west coast of Africa. This order will be replaced by the National Order of Merit after 1963. This medal was presented to the Governor of the Colonies, Mr. Privat-Antoine Aubouard. A military man by training, born in Moulins in the Allier in 1874, he was the first French and Roman Catholic to be president of Lebanon under mandate in 1934
