Historical background
GERMANY - FREE CITY OF LÜBECK
A member of the North German Confederation in 1866, the city of Lübeck joined the Zollverein in 1868 but remained a free city in the German Empire, then in the Weimar Republic. It was reunited with Prussia in 1937.
