Commentary

Complete proof recto/verso, dated February 31, on unwatermarked presentation paper bearing in the center the pen drawing of the watermark project, numbered 0. 00 / 000. This test, apart from the pleasure of seeing in perfect condition a type that is extremely rare in any condition and completely unobtainable above a small TB, provides new information on the methods used at the turn of the century.. Our proof is not watermarked - yet the watermarked paper that would be used already existed, used for example for the 20 Dollars / 20 Piastres \\\"date stamp\\\". It must therefore be deduced that the designers preferred to present to the Bank a proof printed on special paper giving greater finesse to the printing rather than the watermarked paper provided, which was probably less suitable..
The watermark design was carried out with extreme care by an expert hand, so much so that a magnifying glass check was necessary to confirm the hand-drawn pen drawing. The correspondence between the ink used for the drawing and the printing ink of the proof is absolutely perfect, so much so that we can be certain that the watermark drawing was added at the printer's and very probably by Duval or one of the people present when the proofs were printed..
We have never seen such a document for any other value or date.. This test is most certainly unique

Historical background

FRENCH INDOCHINA

French Indochina is part of the former French colonial empire, creation of the colonial administration, bringing together several territories: the protectorates of Tonkin and Annam and the colony of Cochinchina, grouped together from 1949 within the State of Vietnam, the French Protectorate of Laos and the French Protectorate of Cambodia. The Indochinese Union is created by the union of different territories of Southeast Asia colonized or passed under French protectorate during the 19th century. In the 20th century, the various Vietnamese independence movements gained in power: during the Second World War, the weakening of the metropolis and the occupation of Indochina by the Empire of Japan, put an end to the French colonial administration. March 9, 1945 (in July 1945 in Cochinchina). The power vacuum at the end of the war allows the Việt Minh, the Vietnamese independence movement led by the Indochinese Communist Party, to take over the north of the country. Attempts to reconcile and reform the status of Indochina failed and resulted in the Indochina War in 1946.. Faced with the political and military stalemate, France had to resolve to abandon Indochina, whose Vietnamese, Laotian and Cambodian components saw their independence recognized by the Geneva Accords of 1954, which also formalized the partition of Vietnam, like the wanted the Americans and the Chinese.
