Commentary
Cette médaille a été décernée à Jacques Masteau, né le 18 juillet 1903 à Poitiers (Vienne). Il fut un des plus jeunes députés de la Vienne dès 1936 et jusqu’en 1942. En 1941, Jacques Masteau est alors nommé maire de Poitiers par le gouvernement de Vichy. Il occupera ces fonctions jusqu'en 1944 où, à partir du débarquement du 6 juin, son aide précieuse aux alliés et son action courageuse lui valent d'éviter l'indignité nationale, et d'être décoré de la croix de guerre 1939-1945. Il sera ensuite Sénateur de la Vienne de 1948 à 1969. Il décédera le 27 mars 1994 à Poitiers (Vienne).
