Historical background

CAISSE D'ESCOMPTE

(created in 1776)

The Caisse d'escompte was created under Louis XV on the report of the members of the Council of State. Created on January 1, 1767 for 10 years, in order to serve the king and provide discounts for individuals. The cash discount had an ephemeral existence (20 months) because it did not find enough shareholders. In 1776, after the failure of the Caisse d'escompte de Louis XV, another discount fund, private this time, was created under the name Caisse d'escompte Besnard et Cie. It was authorized by a judgment of March 24, 1776 with the support of Turgot. Its purpose was to discount trade and exchange, to trade in gold and silver, and to make a domestic fund for individuals. After a difficult start, it allowed the state to wage war against England from 1778 to 1781 and saved the state from partial bankruptcy in 1788. It was suppressed in 1793.
