Commentary
La médaille a été décernée à Xavier Blanc (1817-1896) avocat et sénateur des Hautes-Alpes de 1876 à 1896. Il reçu cette médaille lors de son 3e mandat (1894). Parmi ses fonctions, il fut conseiller général des Hautes-Alpes en 1846, préfet après 1870, président de la commission départementale dès 1871.
The medal was awarded to Xavier Blanc (1817-1896), lawyer and senator for the Hautes-Alpes from 1876 to 1896. He received this medal during his third term (1894). Among his positions, he was a general councillor for the Hautes-Alpes in 1846, prefect after 1870, and president of the departmental commission from 1871.
