Perestroika implemented by Gorbachev led to the collapse of the USSR. On 12 June 1991, Boris Yeltsin became president of Russia while Leningrad was renamed St. Petersburg by its inhabitants. The failed August 1991 coup was followed in December of the creation of the CIS, the two events confirming the disappearance of the USSR. 25 December 1991, Gorbachev resigns as president of the USSR. Power, Boris Yeltsin confirmed sees his authority by referendum in April 1993 allowing it to adopt its draft new Constitution. Since 26 March 2000, the new president is Vladimir Putin.
