The perestroika implemented by Gorbachev led to the collapse of the USSR. On June 12, 1991, Boris Yeltsin became President of the Russian Federation while Leningrad was renamed Saint Petersburg by its inhabitants. The failed putsch of August 1991 was followed in December by the creation of the CEI, the two events confirming the disappearance of the USSR. On December 25, 1991, Gorbachev resigned as President of the USSR. In power, Boris Yeltsin was confirmed in his authority by referendum in April 1993, which enabled him to have his draft new Constitution adopted.
