Commentary


Louis Charles Marie, baron de Vincent est issu d'une famille de la noblesse Lorraine. Il est né en 1792 et mort à Paris le 11 avril 1872. Il fut en premier lieu aide de camp de Pierre Marie-Auguste Berruyer lors de la campagne de Saxe. Il épouse en 1822 la fille d'un général : Louise Blanche Magallon de la Morlière(† 1894). Il fut sous-préfet à Toul dès 1835, puis sous-préfet du Havre en 18484 jusqu'à sa nomination en 1849 en tant que préfet du Lot, puis du Jura et finalement préfet du Rhône). Il fut nommé conseiller d'État en 1852. Il fut nommé sénateur du Second Empire en 1859.
Armes parlantes du baron de Vincent : d'argent à deux palmes de sinople posées en sautoir ; au chef d'azur chargé d'une étoile d'argent.

Le graveur SCHMITT L. semble ne pas avoir laissé d’autres traces de sa production.
Louis Charles Marie, Baron de Vincent came from a family of the Lorraine nobility. He was born in 1792 and died in Paris on April 11, 1872. He was first aide-de-camp to Pierre Marie-Auguste Berruyer during the Saxony campaign. In 1822, he married the daughter of a general: Louise Blanche Magallon de la Morlière († 1894). He was sub-prefect of Toul from 1835, then sub-prefect of Le Havre in 18484 until his appointment in 1849 as prefect of Lot, then of Jura and finally prefect of the Rhône). He was appointed State Councilor in 1852. He was appointed senator of the Second Empire in 1859. Speaking arms of Baron de Vincent: silver with two palms of sinople placed in saltire; with a chief azure charged with a silver star. The engraver SCHMITT L. seems not to have left any other traces of his production

II REPUBLIC

(02/24/1848-12/2/1852)

During the February 1848 revolution, Louis-Philippe abdicated in favor of his grandson, but the latter was not recognized by the Chambers and, on February 24, the Republic was proclaimed by a decree of the provisional government.. He proclaimed the freedom of work, the abolition of the death penalty in political matters, universal suffrage. The national workshops were created in March 1848. Elections are held in April and result in the success of moderate Republicans. The closing of the national workshops causes riots which are bloodily repressed by General Cavaignac who is appointed chairman of the council. The rebels are executed, imprisoned, deported. Legislative power is entrusted to a single assembly while the President of the Republic, elected by universal suffrage, holds the executive. The latter is Prince Louis Napoleon. He came into conflict with the assembly in 1850 because his re-election was unconstitutional.. Louis Napoleon then engages in the preparation of the coup d'etat which allows him, on December 2, 1851, to install his dictatorship. In November 1852, it was proposed to restore the hereditary imperial dignity. The plebiscite of November 21-22 gives nearly eight million yes for the Empire while the no collected only about 250. 000 votes. On December 2, 1852, Louis Napoleon was proclaimed emperor under the name of Napoleon III..
