Ce monneron a été parfois considéré comme une médaille, mais son usage principal est bien monétaire. Le texte du revers a été modifié pour être en conformité avec la loi sur les domaines nationaux et les monnaies de confiance. La scène représentée rappelle le Serment de la Fête de la Fédération du 14 juillet 1790 qui commémorait la prise de la Bastille et le lien qui unissait la Nation au roi et au Peuple. C'est Talleyrand, à l'époque évêque, qui avait célébré l'office. Selon différents travaux, avec une production dépassant 70 tonnes, nous aurions une fabrication de 2.334.000 pièces avec un poids moyen de 30 grammes par pièce.
