Exclave entre la République démocratique du Congo (RDC) et la République du Congo, il est séparé du territoire principal par une bande côtière d'environ 60 km dépendant de la RDC (constituant son unique accès maritime). Il est bordé à l'ouest par l'océan Atlantique. La capitale, Cabinda (appelé localement Tchiowa), peuplée de 598 210 habitants en 2014, est située sur la côte au sud-ouest du territoire, sur la rive droite du fleuve Bele (ou Lulondo)..
